Applications for participation in remote electronic voting (DEG) on the federal platform for elections of State Duma deputies, as well as in campaigns of other levels, which will be held on a single voting day, begin on August 3 and will last until September 14. In 2026, DEG will be held in a record number of regions — 33 — and will cover about 48.4 million voters.
Who can vote online?
Residents of the republics of Altai, Karelia, Komi, Crimea, Mari El, Udmurtia and Chuvashia, Altai and Perm Krais, Arkhangelsk, Belgorod, Vladimir, Vologda, Kaliningrad, Kaluga, Kostroma, Kurgan, Lipetsk, Magadan, Moscow, Murmansk, Nizhny Novgorod, Novgorod, Novosibirsk, Pskov, Rostov, Sverdlovsk, Smolensk, Tomsk, Chelyabinsk and Yaroslavl regions, Moscow and Nenets Autonomous Okrug will be able to cast their votes in the electronic State Duma elections.
How to apply
In 32 regions where the federal DEG platform will operate, applications can be submitted on the Gosuslugi portal from August 3 to September 14. During this period, the voter will also be able to withdraw it.
After submitting the application, you need to wait for notification of its approval. If the application is not withdrawn, the voter will only be able to vote remotely.
Moscow residents will also be able to vote online, but their own DEG platform is used there — special software of the regional Gosuslugi portal mos.ru. Moscow residents are not required to submit an application for participation in remote voting.
What is "Mobile Voter"?
From August 3 to September 14, 2026, the "Mobile Voter" mechanism will be in effect. It allows you to vote at your actual location if the person will be outside their registration place on election days. An application can be submitted on the Gosuslugi portal, in person at the Territorial Election Commission (TIK) or at the MFC, and from September 9 — also at the Precinct Election Commission (UIK).
Thus, non-resident citizens who plan to be in Moscow on voting days will be able to vote in the capital without prior selection of a specific polling station — but only for the federal electoral district (voting in a single-mandate district is possible only within the corresponding district). In addition, residents of Mordovia, Tuva, Bryansk, Penza, Tver and Ulyanovsk regions will be able to vote at specially organized polling stations in Moscow — to participate in the elections of the heads of their regions.
Elections of deputies of the State Duma of the ninth convocation will be held from September 18 to 20, 2026. For the first time, residents of Donbas and Novorossiya will take part in the Duma elections. Simultaneously, elections of legislative assemblies of 39 regions and top officials of the constituent entities of the Russian Federation will be held: in seven regions — direct, and in three others — by election by regional parliaments. In total, about 23 thousand mandates are subject to replacement.
