The State Duma proposed to limit the amount of negative content on television. Deputies of the "New People" faction addressed this initiative to the head of the Ministry of Digital Development, Maksut Shadayev.
The authors believe that the current rules prohibit certain types of unacceptable materials, but do not regulate the overall atmosphere of the broadcast. As a result, a significant part of programs can be built on conflicts, anxiety, aggression, and emotional tension.
It is proposed to set a maximum share for such materials for TV channels and to develop a unified methodology for their assessment. The details are to be worked out together with Roskomnadzor, the Ministry of Health, the Ministry of Culture, experts, and representatives of the television industry.
I ask you to consider the possibility of preparing amendments to the legislation of the Russian Federation on mass media and television broadcasting.
According to the initiators, the new measure will help reduce anxiety and depressive moods among viewers. For now, it is only a proposal: specific criteria for "negative content" and possible sanctions have not yet been defined.
