Plans for import substitution of electronics in Russia have been revised. The government has lowered the target for the use of domestic "hardware" in public administration digitalization projects from 80% to 58.7% by 2030. This means that about 42% of the electronics used may still be imported or not have the status of Russian products. The corresponding changes were introduced by order of Prime Minister Mikhail Mishustin.
The new guidelines are enshrined in the updated strategy for digital transformation of public administration. By 2026, the indicator should reach 57.9%, in 2027 – 58.4%, and then remain at 58.7% until 2030.
Targets for other areas of digitalization remained higher: the share of Russian software in government agencies and state-owned companies should reach 95%, and in key sectors of the economy – 80%. The Ministry of Digital Development explained that the indicator for electronics was proposed by the Ministry of Industry and Trade.
Experts believe that the reduction in the bar is due to the situation in the industry. According to them, to achieve the previous 80%, the country would need its own modern production of microchips, equipment, materials, and a full cycle of component production, which still needs to be developed. Therefore, an indicator of around 58-60% is considered more achievable under current conditions.
At the same time, experts emphasize that in absolute terms, purchases of Russian electronics may continue to grow, as digitalization projects continue to expand.
