This week, the State Duma will return to the bill on protecting Russians from credit fraudsters. The initiative was already adopted in the first reading on March 17, and now additional details of future warnings have become known.
Banks and microfinance organizations will have to notify a person if a loan has been initiated on their behalf. The notification will be sent not only to the personal account on "Gosuslugi" but also to the client's contact details – no later than 15 minutes after the procedure begins.
The message will become a kind of application passport. It will indicate the amount, interest rate, repayment period, and individual conditions. This way, a person will immediately see not only the fact of the application but also understand what obligations they are being pressured to undertake.
For loans over 50,000 rubles, the warning will include information about the possibility of refusing the money. This will allow stopping the issuance during the cooling-off period if the application was sent by fraudsters or if the client himself was tricked into taking out a loan.
All this will protect people from the actions of fraudsters, and also reduce the risks of loans being taken out by criminals on behalf of citizens.
The authorities explain the need for new measures by the increase in financial fraud. According to the Bank of Russia, in 2025, the number of transactions carried out without the voluntary consent of clients increased by 31.2%.
