Migrants entering Russia may be required to purchase mobile phones with a special electronic profile, Igor Zubov, Deputy Minister of Internal Affairs, announced at a meeting of the Federation Council's Committee on International Affairs. According to him, through such a device, authorities will be able to control the location of each person and prevent uncontrolled changes of residence.
The Deputy Minister explained that the phone would also allow notifying the migrant about expiring documents or the need to arrive somewhere. This would eliminate situations where a person missed a notification or was unaware of it. Since September 1, 2025, the "Amina" application, which tracks the owner's geolocation, has been tested in the Moscow region.
During the testing of "Amina", more than 139 thousand people were removed from migration registration because their geodata did not enter the system within three working days. Now, a phone with a profile may become a mandatory basis for control, which should make the system more transparent and stringent.
