Buying an electric car with benefits will become more difficult: the discount may be reduced by more than three times

The Ministry of Industry and Trade is discussing reducing the subsidy from 35% to 10% for some electric vehicles and hybrids; full support may be retained only for the most localized models

State support for buying electric vehicles and hybrids in Russia may change significantly. According to "Kommersant", the Ministry of Industry and Trade, together with market participants, is discussing reducing the maximum discount under preferential car loan and leasing programs from 35% to 10% of the car's cost. At the same time, the maximum subsidy amount may decrease from 925 thousand to 500 thousand rubles.

Currently, a discount of up to 35% applies to all Russian-made electric vehicles and hybrids. The new approach implies maximum support only for the most localized models with a high level of adaptation. Other cars produced in Russia under special investment contracts (SPIK) will only be eligible for the basic benefit.

The idea of changing the subsidy mechanism is supported by the Evolute manufacturer. The company believes that reducing the discount size will allow the budget to be distributed among a larger number of buyers, as current limits are quickly exhausted. For 2026, the state has allocated 20 billion rubles for preferential car loans and 30 billion rubles for preferential leasing.

Experts note that the discussion is taking place against the backdrop of growing interest in electric transport. According to "Autostat", in the first half of 2026, sales of plug-in hybrids increased by 2.3 times, to 30.7 thousand cars, and sales of all-electric models increased by 5%, to 4.6 thousand cars.

The Ministry of Industry and Trade emphasizes that a final decision has not yet been made. Until the new regulatory framework is approved, the programs continue to operate under the previous conditions.
