Confirm in "Max": New Rules May Be Introduced for Important Online Actions

Forbes sources claim that the third package of measures against cyber fraud may include confirmation of "significant actions" online via SMS or "Max". This refers to a possible requirement for banks, marketplaces, and other digital services.

A similar norm was already discussed during the preparation of the second anti-fraud package, but it was not included in the final version. The publication's interlocutor believes that at that time, the authorities did not restrict citizens in choosing the method of confirming operations.

The return of this idea could affect companies' own security systems. Banks and platforms use push notifications, internal codes, and other risk verification scenarios, while mandatory SMS and "Max" notifications would require additional costs.

The Ministry of Digital Development, however, stated that such a measure is not being considered. The agency clarified that the third anti-fraud package is still being coordinated with interested bodies and the industry, and new initiatives must take into account both security and user rights.
