"Pochta Rossii" wants to get a new source of income – paid digital mailboxes for legally significant correspondence. But banks fear that companies may be obliged to duplicate important customer notifications there.
The National Council of Financial Market believes that the expenses of large banks for such mailings could double – to an average of 200 million rubles per year. Part of the costs may be reflected in the cost of business services, certificates, electronic document management, and other services.
There are also risks for ordinary customers. If a digital mailbox becomes mandatory, an internet outage or platform failure could lead to a missed notification, payment, or fine. The NSFR proposes to leave people a choice of communication method and make fraud alerts free.
The reform is needed against the backdrop of "Pochta Rossii"'s loss of almost 19 billion rubles for 2025. The bill has already passed its first reading – now the dispute is about who will ultimately pay for the company's rescue.
