The regulation of artificial intelligence in Russia will take place in several stages and will not be limited to the adoption of a single law, said State Duma Vice Speaker Alexander Babakov.
He noted that the topic of AI is "alive," and the path to its legislative formalization will be long. First, it is necessary to define the key terms that will form the basis of the regulation. Then, general provisions will appear, followed by the development of industry-specific laws, taking into account the specifics of different areas. Cross-cutting laws and by-laws will also be required to clarify the application of norms in practice.
According to the Vice Speaker, AI regulation is one of the priority issues, as protecting citizens and their environment is a key task. The bill will be introduced by the government, with which the State Duma works in close contact, providing recommendations. Babakov emphasized that the priority in regulation should remain the human being and their interests, and in this matter, Russia adheres to the same approach as China. Work on the document continues, and the bill is expected in the near future.
