Buying and selling, donation: biometrics will be used in real estate transactions from July 1, but with caveats

The new rule does not apply to rentals

From July 1, 2026, biometrics will become an additional way to confirm identity when submitting documents to the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) in electronic form. The rule applies to the purchase and sale of housing, the sale of houses and land plots, donation, and registration of transfer of ownership. This was announced by the press service of the "Sravni" service.

However, the law does not convert the real estate market to an impersonal format and does not include biometric fees in Rosreestr's tariffs. State duty and registration costs will not change, the organization explained.

Expert Valery Tumin said that biometrics may be used in mortgage transactions. However, the bank has the right to separately agree on this issue.

According to him, the new rule does not apply to real estate rentals. The in-person format will be maintained for transactions that require enhanced legal verification: operations with shares, inheritance, transactions involving minors. In this case, document checks will remain the same, Tumin concluded.

JSC "Center for Biometric Technologies" (CBT) is the sole operator of the Unified Biometric System (EBS). The state platform allows the use of biometrics to obtain various services, remotely confirming identity.
