T2 and Basis have launched a telecom cloud based on Russian software. This is not a cloud for file storage, but an internal platform for mobile network operations. The PCRF function was migrated to it – it helps the operator manage tariff rules, connected services, and subscriber traffic processing.
For the operator, this is a crucial internal part of the network. It is necessary for subscribers to use services without interruptions, and for the network itself to quickly apply the necessary settings for different tariffs, services, and traffic types. Now this block operates on the Russian Basis Dynamix platform.
The project started in mid-2025. T2 and Basis specialists integrated Basis Dynamix with data storage systems and adapted the hypervisor for the cluster architecture of network functions.
Engineers also made the system less demanding on hardware. Usually, each separate cluster has its own security module. In this project, protection was organized differently: a single common node was configured for the entire site. This significantly reduced the amount of network equipment T2 needed.
After foreign vendors left the Russian market, mobile operators faced a shortage of specialized infrastructure software. T2 spent several years studying the market and, when choosing a solution, focused on the performance and fault tolerance of the core.
The main challenge was configuring the new software stack: it was necessary to achieve high network performance while rationally using hardware resources, said Alexey Dmitriev, Deputy General Director for Technical Infrastructure at T2. According to him, the successful launch in St. Petersburg confirmed the reliability of the chosen approach.
In 2026, Basis will prepare infrastructure in 10 more T2 data centers. After that, the operator will be able to scale PCRF operations to all regions of presence and gradually migrate other network components to domestic software.
