JSC "Data Processing and Automation Center" (DTSOA), a key integrator of "sovereign internet" systems and a supplier of traffic filtering equipment, announced the purchase of Russian servers for 1.31 billion rubles, CNews reports. The winner of the tender will be determined by June 15, and the delivery of 154 machines will be completed by August 14, 2026.
DTSOA was established in 2019 specifically for the implementation of the "Sovereign Runet Law." The company acts as the sole integrator for the deployment of TSPU (technical means of countering threats) on telecommunication operators' networks as required by Roskomnadzor. These software and hardware complexes filter traffic, block prohibited resources, and limit access speed. According to the law, all traffic within provider networks must pass through TSPU.
The technical requirements for the purchased servers are high: two Intel Xeon Gold 6530 processors (32 cores, 64 threads, frequency from 2.1 GHz), at least 1 TB of DDR5 RAM, two 960 GB NVMe SSDs, and two 7.68 TB SSDs for data. The network card is an Intel X710 with four 10 Gbit/s ports. The equipment must be assembled in Russia with an entry in the Ministry of Industry and Trade register and a communication certificate.
Rostelecom (DTSOA is owned by the corporation) explained the purchase by the company's technological objectives and declined further comments. A CNews source in the industry noted that the short deadlines and specific requirements, including the certificate, indicate that the deal has already been agreed upon with a specific supplier.
The purchase is taking place against the backdrop of a shortage of traffic filtering capacity. Due to the growth in data volumes and the increasing complexity of blocking circumvention methods, the system sometimes fails to cope, and traffic bypasses it. Authorities have already allocated about 40 billion rubles to combat blocking circumvention systems, and the number of downloads of such services in Russia has increased 14-fold in a year. By 2030, the capacity of blocking equipment is planned to be increased by 2.5 times, with almost 84 billion rubles spent on this.
