Mandatory confirmation of operations via the "Max" messenger will not be required. This point was excluded from the revised version of the "Anti-fraud 2.0" bill, which is intended to strengthen the fight against fraud in the digital environment. Banks and telecom operators will still be able to confirm the identity of customers and subscribers using SMS. This follows from the updated draft document published on the State Duma website.
Several other requirements were also removed from the draft. In particular, it is no longer proposed to mandatorily indicate the TIN when opening a bank account.
The document also excluded an automatic ban on receiving calls from abroad and the requirement to register on significant internet resources only with a Russian email address.
Anti-fraud is a set of programs, analytical methods, and procedures that help detect suspicious activities and prevent abuse in real time.
At the same time, some of the previously proposed restrictions in the bill remained. For example, the Bank of Russia will be able to set the maximum number of payment cards for one client – no more than 20. Such powers of the regulator are provided for by amendments to the law on the Central Bank.
At the same time, lawmakers abandoned the idea of separately limiting the number of cards that one bank can issue to one person.
New measures are also provided for in the field of communications. Operators want to be obliged to stop international calls if the subscriber has not consented to receive them. In addition, the bill introduces additional requirements for identifying users of communication services and virtual telephone exchanges.
The first package of measures against telephone and cyber fraud was adopted in 2025. In December of the same year, the government submitted a second package to the State Duma, which included about 20 initiatives. In the first reading, deputies adopted it in February 2026.
In April, the Ministry of Digital Development announced the preparation of a third package called "Anti-fraud 3". Later, State Duma Chairman Vyacheslav Volodin announced additional measures against fraudsters. Among them are marking calls from abroad, secure SIM cards for children, and the ability to restore access to a "Gosuslugi" account through trusted methods.
