It was planned to start collecting it from September 1, 2026, but the deadline has been moved to December 1. The government has prepared the corresponding legislative changes.

In connection with proposals from industry associations, the start date for collecting the technology fee is postponed to December 1, 2026.

The bill with amendments has already been sent to the State Duma for consideration. Earlier, Deputy Head of the Ministry of Industry and Trade Vasily Shpak spoke about the three-month postponement at the SPIEF. According to him, the state intends to act "pointedly, carefully, progressively" when introducing the fee.

The technology fee should affect certain types of radio-electronic devices. The Ministry of Industry and Trade previously explained that the mechanism is needed for the development of the electronic and radio-electronic industry, as well as to stimulate the localization of production within the country.

The department emphasized that the fee would be introduced in stages. The maximum payment per unit of goods should not exceed 5,000 rubles. How exactly the new burden will affect manufacturers, importers, and final prices will depend on the list of goods and the final model for applying the fee.
