Imports from the EAEU are under control: the SPOT system launched in Russia on June 1

Suppliers from Armenia, Belarus, Kazakhstan, and Kyrgyzstan now need to pre-register QR codes

On June 1, SPOT, a new system for confirming the expectation of goods imported from EAEU countries, began operating in Russia. Now, importers need to notify in advance what cargo is being transported, who receives it, who sends it, and who is responsible for logistics. Without such an electronic notification, it will no longer be possible to simply bring goods into Russia.

The new rules apply to importers bringing products from Armenia, Belarus, Kazakhstan, and Kyrgyzstan. They are now required to generate an electronic document about the upcoming delivery at least two days before crossing the border. This document includes information about the recipient, supplier, and carrier. After completing this notification, the importer is issued a special QR code.

In the first stage, SPOT will only apply to road transport. This means it currently only covers goods imported by road. The Federal Tax Service acts as the operator of the new system.

In addition to electronic notification, the new rules also introduce a mandatory security payment. However, this part will come into effect on July 1. As previously reported by the office of Deputy Prime Minister Dmitry Grigorenko, the amount of this payment must be no less than the amount of indirect taxes – VAT and excise duties – that must be paid for the imported goods.
