Over 120 thousand flights performed by civilian drones under EPR in 2025

UAVs used in logistics, agriculture, and monitoring

The sector of civilian unmanned aircraft systems (UAS) is actively developing in Russia. In 2025, drones performed 120,022 flights, which is almost 6 times more than in 2024. This is stated in the report of the Russian Ministry of Economic Development on the results of the introduction of the experimental legal regime (EPR) in the regions.

  • for fire monitoring
  • for searching for missing people
  • in geodesy

In Russia, since 2022, various regions have begun to introduce bans on drone flights. However, to legalize and safely test UAVs for commercial and industrial purposes, authorities have established an EPR in certain regions.

For example, a special legal regime for UAV flights in the agricultural sector is in effect in 19 regions until 2029. About 80 companies participate in the program, including UAS manufacturers, agricultural operators, and software (SW) developers. These include "Transport of the Future", "Bespilotnye aviatsionnye sistemy", "Geoscan", NPP "Integralnye robotizirovannye sistemy".
