Internet market may be "shaken up": a third of providers risk leaving after license reform

Some operators will be forced to sell their business or close down

The Ministry of Digital Development is preparing a large-scale reform of telecommunications operator licensing – instead of approximately 20 types of licenses, they propose to leave only three, but with strict business requirements.

According to market participants, the changes could significantly reduce the number of players. Currently, there are about 4,200 broadband internet providers in Russia, but only about 7.6% will be able to meet the new conditions. This means that at least a third of operators risk losing their right to operate.

The new system involves three levels of licenses: basic, universal, and general – with charter capital requirements ranging from 5 to 100 million rubles, as well as network coverage and infrastructure requirements.

Additionally, restrictions on business structure are introduced: at least 50% of revenue must come from communication services, and individual entrepreneurs will not be able to operate in the industry at all. Mandatory payments and requirements for connecting to the SORM system are also increasing.

The reform is planned to be launched in September 2026, and from 2028, it will only be possible to operate in the market under the new rules. Non-compliance with the requirements will mean license revocation.

Experts warn that the changes will hit small regional providers the hardest. In a number of cities, they provide most of the connections, and their departure could reduce competition and affect the availability of communication.

At the same time, market participants do not rule out price increases: according to some estimates, internet tariffs may grow faster than inflation due to increased business burden.

The Ministry of Digital Development believes that the reform, on the contrary, will increase the reliability of the industry and will not lead to negative consequences for users.
