A structure of Rostelecom — AO Gradient, which owns the developer of deep traffic filtering solutions RDP.RU, received a recapitalization of approximately 10 billion rubles. The company develops technologies for internet traffic analysis and filtering systems.
The funds were initially issued as loans from participants, and then, in February 2026, converted into capital through an additional share issue. Another approximately 2 billion rubles, according to reporting, was invested by Rostelecom itself.
The funding coincides with the plans of the Ministry of Digital Development to expand such systems. By 2030, the ministry expects to increase their throughput capacity by 2.5 times, and by the end of 2026 — to ensure the processing of up to 100% of the traffic of Russian operators.
Against this background, expenditures on the development of filtering infrastructure may increase by almost 15 billion rubles.
