The plant in Tosno, which previously belonged to the American Caterpillar and assembled hydraulic excavators and off-highway dump trucks, may resume production. The company has entered into an agreement to acquire special equipment production technology for 10 years, according to the financial report of Tosno LLC (formerly Caterpillar Tosno LLC). This creates the prerequisites for restarting and hiring personnel.
The company did not disclose exactly what kind of equipment will be produced. However, the website indicates that the plant has begun close cooperation with the Chinese Lovol, a major global manufacturer of agricultural machinery. It is about the supply of components for backhoe loaders. In November, the management of "Tosno" visited Lovol's production sites in Qingdao.
Until 2024, the plant was idle. In 2025, it began producing auto parts, which allowed to increase revenue by 9.9 times - to 594 million rubles. But this is still 10 times less than in 2021, the last full year under the management of Caterpillar (then revenue amounted to 5.9 billion rubles). The loss decreased from 1.3 billion to 60 million rubles, but the company has no equity.
Currently, the company employs 90 people. In 2022, more than 550 employees worked here.
The plant plans to sign a special investment contract with the Ministry of Industry and Trade. The interaction with the ministry in the report is called a strategic direction in the framework of import substitution and the development of domestic mechanical engineering.
The American Caterpillar owned the plant since 1998. In March 2022, the company suspended operations in Russia, and in 2023, Vladimir Putin allowed the transfer of assets to a structure controlled by former top managers of Sberbank. Since then, the plant has changed owners twice. Since April 2025, the company is 100% owned by the Moscow investment company "Horizon" of Alexander Migal.
