Ombudsman in the field of AI may appear in Russia

The State Duma proposed creating an institute of commissioner for the protection of citizens' rights in interaction with AI

Deputy Speaker of the lower house of parliament Boris Chernyshov sent a letter to the head of the Ministry of Digital Development of the Russian Federation Maksut Shadayev with a proposal to create an institute of commissioner for the protection of citizens' rights (ombudsman) in interaction with AI technologies.

The deputy believes that the ombudsman could accept and consider complaints from individuals and organizations about decisions made using artificial intelligence technologies, as well as analyze algorithm errors and cases of dissemination of inaccurate information. His tasks could include participation in pre-trial dispute resolution and preparation of recommendations for government bodies on the implementation of AI.

Chernyshov recalled that AI is now widely used in government services and business. According to experts, over 70% of large Russian companies use AI technologies in at least one area. At the same time, the risks of errors are increasing, and there is no mechanism for protecting the rights of citizens and companies yet.

Russia needs a federal ombudsman for protection in the field of AI, who would accumulate appeals and form the practice of their settlement. This could increase citizens' trust in digital technologies, the deputy summarized.
