Land of Krasnoyarsk Combine Plant Returned to State After Prosecutor's Lawsuit

The plots were illegally removed from state ownership: they wanted to build high-rise buildings on them

The prosecutor's office of the Krasnoyarsk Territory has secured the return to federal ownership of over 65 hectares on the territory of the former Krasnoyarsk Combine Plant. The story dates back to the early 2010s, when a huge industrial site in the city center was decided to be built up with housing.

Initially, the "Novoostrovsky" project was presented as a modern district with a full-fledged social infrastructure — schools, kindergartens and other facilities. However, as the project was implemented, the developer's plans changed: the share of social facilities decreased, giving way to new high-rise buildings. The prosecutor's office concluded that normal conditions were not being created in the area where tens of thousands of people should live, and the burden on the existing infrastructure was only increasing.

In addition, it turned out that the land plots were removed from state ownership as a result of decisions of unauthorized bodies. The court agreed with the prosecutor's arguments and ordered the land to be returned to the state.

The construction of residential buildings that had already begun did not stop after the lawsuit was filed, since the prosecutor's office, taking into account the existing shared construction agreements, did not raise the issue of stopping construction. The rights of citizens-investors are not violated and are additionally secured by the escrow account mechanism, which guarantees the safety of their funds.

The Krasnoyarsk Combine Plant was built in 1941: during the Great Patriotic War, it produced shells, mines and mortars. In 2016, the plant was declared bankrupt, and in 2018 all production buildings were demolished.
