The Ministry of Digital Development of Russia is developing regulations that will give citizens the right to demand service without the use of artificial intelligence algorithms. According to the draft, companies will be required to warn users in advance if neural network technologies are involved in the provision of the service. Upon receiving a corresponding request, the organization must switch the client to a human operator.
The bill introduces several important changes regarding interaction with AI. One of the key innovations is granting users the right to refuse the use of artificial intelligence. If AI makes decisions that may affect human rights and freedoms, the user must be informed about it, the authors of the document emphasize. Neural network developers are required to test their systems for possible use for illegal purposes, exclude functions that may contribute to discrimination against citizens, and take other measures to ensure the legality of AI operation.
The document is currently undergoing interdepartmental approval. The estimated date of entry into force of the rules is September 1, 2027.
The rejection of AI service is especially relevant in areas with a high cost of error: medical diagnostics, legal advice, financial recommendations. Also, a live specialist is in demand in stressful situations, when the user needs empathy and flexibility of response.
The bill will not prohibit the use of AI, but will introduce transparent rules: mandatory labeling of automated services and a working mechanism for switching to a human at the request of the client. For business, this means the need to refine client interfaces and support scripts.
