The Transport Prosecutor's Office has completed an inspection of the execution of the state contract for the modernization of the Bogashevo airfield (Tomsk). It was established that in 2019–2022, the contractor illegally received more than 6 million rubles by artificially inflating the cost of work.
According to the investigation, the additional payments were justified by a "significant increase in prices for building materials", but no documentary evidence of these expenses was found. The actions of the executor are qualified as fraud on a particularly large scale (part 4 of article 159 of the Criminal Code of the Russian Federation), a criminal case has been initiated.
One of the contractors involved in the renovation of the Bogashevo airfield was the FKU Rostransmodernizatsiya.
This is not the first complaint about the reconstruction project. Earlier, the Accounts Chamber pointed to systemic violations in the development of federal funds by Rostransmodernizatsiya: delays, unjustified increases in the cost of contracts, acceptance of equipment at inflated prices. The total damage for these episodes was estimated at 7.3 million rubles.
The technical side also raised questions: cracks were found on the runway after the completion of the work. This casts doubt on the quality of the work performed and requires additional expertise.
Now the materials have been transferred to the investigative authorities. The outcome of the case may affect the practice of public procurement in aviation infrastructure and tighten control over the justification for changing the cost of contracts.
