The Central Bank expects that the "Antidrop" platform for combating fraudulent transfers may become operational in the second half of 2027. This was stated by the head of the regulator, Elvira Nabiullina.
We would also like to implement this platform as quickly as possible; we consider it very important, but everything will depend on two things.
First, on the entry into force of amendments to the legislation, and second, on technical readiness, she explained. For its part, the Central Bank plans to develop the relevant regulatory legal acts, Nabiullina added.
The operation of the "Antidrop" platform will be based on a big data analysis algorithm. Information on bank card transactions, as well as from the Faster Payments System (SBP), and intrabank operations will be sent to the platform. It will be consolidated and provided to financial organizations as a tool for combating fraud.
In the spring of 2025, penalties for dropping were toughened in Russia. Now, participation in money "laundering" schemes, including the one-time transfer of a bank card to third parties, is punishable by up to 3 years of imprisonment. Organizers of an illegal scheme may receive up to 6 years in prison.
