Online information and collection of debts for housing and communal services (HCS) are planned to be introduced by 2028. This follows from the plan of measures approved by the RF Cabinet of Ministers for the implementation of the national business model.
The platform of the State Information System (GIS) of Housing and Communal Services will be used to send information to subscribers about the existence of debt, preparation of documents for recovery in judicial and extrajudicial proceedings. A notification of the court order and the actions of the collectors will be sent to the personal account on "Gosuslugi".
Magistrate judges will be able to receive information from the GIS of Housing and Communal Services, which is necessary for the preparation of relevant decisions. They will not have to send requests to various departments.
Recall that in 2025, an experiment on online information and debt collection for housing and communal services was launched in some Russian regions. So far, it is voluntary.
From March 1, the deadline for providing receipts for payment of housing and communal services has changed. Now they are formed before the 5th of the month following the billing month. Payment was postponed from the 10th to the 15th inclusive.
