25-Year Repair: "Zvezda" Loses 1.1 Billion Ruble Lawsuit Over "Irkutsk" Submarine

Arbitration Sides with Rubin Central Design Bureau in Dispute Over Modernization of Project 949A Submarine

The Arbitration Court of the Primorsky Territory granted the claim of the St. Petersburg Central Design Bureau for Marine Technology "Rubin" against JSC "Far Eastern Plant \"Zvezda\"" for the recovery of debt of 1.1 billion rubles for work on the modernization of the nuclear submarine "Irkutsk" of project 949A. The decision was made on March 2, and has not yet entered into legal force.

The parties concluded a contract for the performance of work in October 2013, but the customer never signed the acceptance certificates for the fourth stage.

Zvezda explained the situation by the lack of funding from the Ministry of Defense, but the court considered this position unfounded, pointing out that the terms of the contract clearly regulate the timing and procedure of payment.

The nuclear submarine "Irkutsk" of project 949A has been under repair and modernization at the Zvezda plant since 2001. Real work started only in 2019, and the delivery dates of the submarine to the Pacific Fleet have been repeatedly postponed.

In December 2025, information appeared that the "Irkutsk" was removed from the Russian Navy and sent for disposal.
