Central Bank Updates Regions' Ranking by Risks in Compulsory Motor Third Party Liability Insurance

Ingushetia and Novosibirsk Region are in the red zone

The Bank of Russia has published the results of monitoring regional risks of unfair practices in the compulsory motor third party liability insurance system as of January 1, 2026. Two constituent entities of the Russian Federation fell into the high-risk zone ("red zone") - the Republic of Ingushetia and the Novosibirsk Region. A year earlier, there were four such regions.

Another 26 entities are classified as being in the "yellow zone" with an average level of risk. The Ulyanovsk, Smolensk, Chelyabinsk and Kaliningrad regions, Primorsky, Kamchatka and Khabarovsk territories, as well as Tatarstan, Mari El, Dagestan and Chechnya are located near the border with the "red zone".

In 2025, Dagestan and the Chechen Republic showed positive dynamics - they moved from the red zone to the yellow zone. The Trans-Baikal Territory, Irkutsk, Lipetsk and Kostroma Regions, the Jewish Autonomous Region and Kabardino-Balkaria moved into the "green zone" (low risk).
