The Telegram administration is maintaining contact with Roskomnadzor, Sergei Boyarsky, chairman of the State Duma Committee on Information Policy, told Fontanka.ru.
According to Boyarsky, the Russian authorities are giving the messenger the opportunity to comply with legal requirements — Telegram has "had, has, and will continue to have" such an opportunity. However, the authorities cannot condone non-compliance with the law.
I do not understand, to be honest, what is preventing them, Telegram, from taking a few more steps forward to build these relations in such a way that the claims can be removed.
On February 10, Roskomnadzor announced that it would continue restricting Telegram and other messengers that violate Russian legislation. Among the key requirements are locating servers in Russia, protecting personal data, and combating fraud, extremism, and terrorism.
