The Association of Shipowners of the Fishing Fleet (ASRF) has appealed to the authorities with a proposal to exclude risks for the fishing industry in the requirements for equipping fishing vessels with audio and video recording equipment. This is stated in a letter from the ASRF to State Secretary—Deputy Minister of Agriculture Maxim Uvaidov.
According to the association, the costs of purchasing and installing equipment may reach at least 5 billion rubles for the existing fishing fleet.
In the current version, the new requirement may increase the costs of fishermen, which are already growing due to the increased tax burden. All this affects the cost and, ultimately, the price of fish products.
The ASRF recommended making the fulfillment of obligations to equip vessels voluntary. The requirement was proposed to be made mandatory from March 1, 2028, and not in 2027.
The draft order of the Ministry of Agriculture, providing for the equipping of vessels with fishing control equipment, was published in December 2025. It provides for the installation of equipment for audio and video recording on vessels with a capacity of up to 80 tons and an engine power of 55 kilowatts.
According to the plan, they should ensure the collection, processing and storage of data on the catch. The data will be transferred to an institution subordinate to Rosrybolovstvo. The measure will help prevent illegal and unregulated fishing.
