The Association of Fishing Fleet Shipowners (ASRF) has appealed to the authorities with a proposal to eliminate risks for the fishing industry in the requirements for equipping fishing vessels with audio and video recording equipment. This is stated in ASRF's letter addressed to State Secretary and Deputy Minister of Agriculture Maksim Uvaidov.
According to the association's estimates, the costs of purchasing and installing the equipment may amount to at least 5 billion rubles for the existing fishing fleet.
In its current wording, the new requirement may increase fishermen's costs, which are already rising due to the increased tax burden. All of this affects production costs and, ultimately, the price of fish products.
The ASRF recommended making compliance with the vessel equipment obligations voluntary. It was proposed that the requirement become mandatory from March 1, 2028, rather than in 2027.
The draft order of the Ministry of Agriculture, providing for the equipping of vessels with fishery monitoring equipment, was made public in December 2025. It provides for the installation of audio and video recording equipment on vessels with a capacity of up to 80 tons and an engine power of 55 kilowatts or more.
According to the plan, they must ensure the collection, processing, and storage of catch data. The data will be transmitted to an institution subordinate to Rosrybolovstvo. The measure will help prevent illegal and unregulated fishing.
