Aviation Expert Gusarov: Business Fragmentation into 35 Companies and Debt Burden Make it Difficult to Purchase

Domodedovo Airport is a "structurally problematic" asset. Despite the fact that the facility is economically viable, its current structure and debt burden create serious barriers for potential investors. This opinion was expressed by aviation expert Roman Gusarov.

From a purely economic point of view, it is not problematic. It is structurally problematic because the previous owners divided the business into 35 companies, I believe. They fragmented, so to speak, the assets. All of this needs to be administratively and legally reassembled.

As a reminder, Domodedovo Airport was put up for sale after 100% of the shares of "DME Holding" were transferred to the state by court decision in June 2025. In addition, the airport is burdened with debts.

The minimum acquisition cost of the airport, according to the auction estimate, is about 130 billion rubles, plus another 70 billion rubles to repay obligations. In total, this exceeds 200 billion rubles, while the prospects for payback remain uncertain.

Gusarov emphasized that it is advisable to transfer such an asset to the management of professional operators with experience in large airport infrastructure, such as companies managing Sheremetyevo or Vnukovo. Only they are able to effectively restructure the business and realize its potential.
