The Government of the Russian Federation has instructed the Ministry of Health of the Russian Federation to develop and implement genetic screening for Russians planning to become parents. This is stated in the action plan for the Strategy for the implementation of family and demographic policy until 2036.
In total, the plan includes 129 activities. Paragraph No. 65 states that the ministry must submit proposals to the Cabinet of Ministers by 2026 on expanding the neonatal screening program. This includes the use of molecular genetic tests for future parents.
The Ministry of Health of the Russian Federation is also instructed to cover at least 95% of newborns with neonatal screening. The deadline for completion is until 2030.
Currently, babies in Russia are examined for 36 hereditary diseases, including cystic fibrosis and spinal muscular atrophy. Screening is carried out with the permission of the parents.
But there is no single state program in the country for examining the parents themselves to assess the risks when planning a pregnancy. If desired, a couple can undergo such an examination at a private clinic at their own expense.
