Russian President Vladimir Putin has signed a law obligating management companies, resource supplying organizations, and regional operators for handling solid municipal waste (MSW) to interact with residents of apartment buildings through house chats on the secure Max platform. The document is published on the official portal of legal acts.
According to the law, the rules for the functioning of such chats, the procedure for communication, and the format of interaction between the parties will be established by the Ministry of Construction of Russia. The goal of the initiative is to make communication between residents and management companies more transparent, efficient, and secure.
In addition, the law clarifies the procedure for holding general meetings of owners and оформление протоколов. Now, decisions on the election of members of the house council must be оформляться in accordance with the requirements of the Ministry of Construction and signed by the council members themselves. The agency will also approve the procedure and deadlines for оформление актов приёмки работ по содержанию и ремонту общего имущества в многоквартирных домах.
The law stipulates that the chairman of the MCD council will be able to exercise his powers jointly with other members of the council. In addition, the qualification exam for managers of management companies will be replaced by an independent assessment of qualifications.
As explained by Vladimir Koshelev, First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, the use of the Max platform solves the main problem of remote meetings of owners — identification of participants. He noted that other messengers do not have a sufficient degree of protection, which creates a risk of personal data leakage. According to the deputy, Max is the only service that provides secure information exchange and official interaction within the framework of housing and communal services.
