The public sector became the leader in data leaks in 2025

Retail is in second place, and education and medicine are in third place

In 2025, more than 73% of all data leaks in Russia occurred in the public sector. Analysts report that the main reasons for this are related to the political motivation of hackers and the insufficient level of cybersecurity in some government agencies. It is expected that in the context of prolonged geopolitical tensions, the number of leaks will grow.

As a result of the attacks, more than 105 million lines of data were leaked to the network — information about users and organizations. Retail took second place with 19% of leaks, and the service sector, which includes education and medicine, took third place with 6.5%. In total, more than 145 million leaks occurred during the year.

The Ministry of Digital Development does not agree with the estimates of the number of leaks and claims that it is taking systematic steps to improve data protection in the public sector. Officials from the Ministry of Digital Development say that this year the number of leaks was 13 times less than last year.

Reports from F6 show that the number of cases of user data leakage increased by 68% and amounted to 767 million. At the same time, the number of database leaks on shadow forums decreased by 50%.

This discrepancy may be partially explained by different accounting methodologies, given that not all leaks are made public.
