Stricter Penalties for Illegal Use of the "Disabled" Sign Proposed in Russia

State Duma deputies propose raising fines and introducing license revocation for violations

A bill has been introduced in the State Duma aimed at tightening penalties for the illegal use of the "Disabled" sign.

Deputies propose introducing substantial fines: 7,500 rubles for individuals, 20,000 rubles for officials, and 500,000 rubles for legal entities. Repeated violations could lead to license revocation for up to three months.

Deputy Yaroslav Nilov noted in the explanatory note that the number of cases of illegal use of the "Disabled" sign to obtain parking benefits has increased significantly. Such actions endanger genuine disabled drivers and their companions who cannot find available spaces. Nilov emphasizes that the existing penalties are ineffective.

Currently, there are fines of 5,000 rubles for installing the "Disabled" sign without grounds, but there is no liability for repeated violations. The new bill proposes changes to Articles 3.5 and 12.4 of the Code of Administrative Offenses.

The use of the "Disabled" sign must be confirmed by vehicle data in the "Unified Centralized Digital Platform in the Social Sphere".

This is not the first time the State Duma has raised the issue of increasing responsibility for the illegal use of "Disabled" signs. Last year, it was already proposed to introduce fines of 10,000 rubles and license revocation.
