A group of State Duma deputies has prepared a draft law providing for the introduction of administrative liability for website owners for user authorization through foreign services. The document is published in the electronic database of the lower house of parliament.

The bill proposes to amend the Code of Administrative Offenses of the Russian Federation (CAO). For user authorization that violates the procedure established by the "Law on Information" (No. 149-FZ), it is proposed to introduce fines:

  • from 10 thousand rubles to 20 thousand rubles — for individuals
  • from 30 thousand rubles to 50 thousand rubles — for officials
  • from 500 thousand rubles to 700 thousand rubles — for legal entities

Amendments to Law No. 149-FZ on authorization through Russian resources came into force in December 2023. A transition period was in effect in the Russian Federation until January 1, 2025.

The State Duma explains that these measures are designed to reduce the dependence of the Russian Internet on Western services. Now you can log in to the site by mobile phone number, using the Unified Identification and Authentication System (ESIA) or the Unified Biometric System (UBS).
