Ministry of Education and Science Advocates for University Admissions Through "Gosuslugi"

This method of submitting applications may be implemented in 2026

Application procedures for entering higher education institutions in Russia may change.

The Ministry of Education and Science has proposed an initiative to abolish the submission of documents through university websites, leaving only two options: in person or through "Gosuslugi" using the "Online University Admission" superservice.

It is also proposed to change the targeted admission process. Quotas will be established with specific customers, forms of education, and programs. Free targeted places can be transferred to the military and then included in the general competition.

College graduates will be able to enroll without taking the Unified State Exam (EGE) based on internal documents only if their specialty matches the profile of the university. In other situations, taking the EGE will be mandatory.
The Ministry also proposes to increase the number of state-funded places for engineering, medical, and agricultural specializations, as well as expand the list of fields where the EGE in physics will become mandatory.
