Central Bank: Sales Increased in the Central, Southern, Siberian, and Ural Federal Districts

Growth in sales of light commercial and passenger cars was recorded in September in some regions of Russia due to the projected increase in the recycling fee. This is stated in the report of the Central Bank of Russia, dedicated to regional economy issues.

In which regions have car sales revived:

  • Central Federal District
  • Southern Federal District
  • Siberian Federal District
  • Ural Federal District

Analysts at the financial regulator believe that several factors influenced demand, including discounts and promotions on certain models. At the same time, due to the accumulation of significant reserves, manufacturers have reduced the pace of production of new cars.

The Central Bank noted that car loans have become more common in the country. This was facilitated by a decrease in the key rate. In addition, the authorities expanded the terms of the state preferential lending program "Family Car."

About the Recycling Fee

The Ministry of Industry and Trade of Russia has prepared a draft decree providing for the formation of a basic rate of the recycling fee, depending on the type and engine capacity. The power of the power unit will affect the formation of the coefficient.

The preferential coefficient applies to cars imported into the Russian Federation for personal use, with an engine capacity of up to 160 hp. It is assumed that an individual will pay 3.4 thousand rubles for a new car and 5.2 thousand rubles for a vehicle older than 3 years.

The recycling fee for powerful foreign cars will be much more expensive. For example, for a Geely Monjaro crossover with a two-liter engine of 238 hp or 250 hp, it will be 842,000 rubles and 952,000 rubles, respectively. If the project is adopted, the changes will take effect from November 1.
