Штрафы за утечку персональных данных направят на цифровизацию

One of the proposals is to introduce guaranteed payments to victims of personal data leaks

Ivan Abramov, Deputy Chairman of the Committee of the Federation Council on Economic Policy, proposed using part of the fines for personal data leaks to finance the national project "Data Economy and Digital Transformation of the State." This should help improve the protection of personal information.

Thus, the penalties for illegal processing of personal data and its leakage, established in Article 13.11 of the Code of Administrative Offenses, in the form of fines for companies for the first violation can reach up to 15 million rubles, and for repeated violations, turnover penalties are provided, depending on annual revenue, but not less than 20 million rubles.

In recent years, there have been many such leaks, and a large amount of personal information about Russians is in the public domain. Increasing penalties for data leaks should lead to a reduction in violations in this area.

Also, in the face of increased cyber fraud and personal data leaks, Federation Council Speaker Valentina Matvienko called on the Ministry of Digital Development to respond more quickly to emerging challenges and threats.

In addition, the All-Russian Union of Insurers proposed introducing guaranteed payments to victims of personal data leaks. For example, to oblige operators to insure risks or create a fund for payments.
