From 2026, vehicle inspection for passenger cars in Russia may increase significantly. The Federal Antimonopoly Service proposes to increase the minimum permissible price of the procedure from the current 913 to 1360 rubles.
In addition, a new fee is being introduced - 500 rubles for entering data on the diagnostic card into the Ministry of Internal Affairs database. Formally, operators should pay it, but they insist that the costs should be borne by car owners. The issue is still being discussed with the Ministry of Internal Affairs and the Ministry of Finance.
Industry representatives criticize the proposed methodology. "The figures in the current and projected methodology seem to be taken from the ceiling," said Ivan Kekin, head of the Krasnoyarsk vehicle inspection station, emphasizing that the tariffs do not cover business costs.
The increase in prices for vehicle inspection will affect millions of car owners and will actually become a mandatory additional tax on car maintenance. At the same time, the changes will determine the stability of the vehicle inspection market itself, which is now complaining about unprofitability.
