The government has proposed introducing a mechanism for self-ban on access to potentially dangerous information on the Internet. This initiative is included in the plan for the implementation of the concept of combating cybercrime, approved on August 20.

We are talking about the voluntary consent of citizens to restrict access to information that is not formally prohibited in Russia. It is not yet specified how exactly the self-ban mechanism will work.

The Ministry of Digital Development, the Ministry of Culture, Roskomnadzor, Rosmolodezh and other departments must submit the relevant regulations by the third quarter of 2027.

The plan includes 37 measures in six areas. They provide for improving legislation, developing technical means to counter crimes on the network, and improving the digital literacy of the population. Since March 2025, Russians have already been able to set a self-ban on receiving loans through "Gosuslugi".
