The capital's authorities have begun to lease land plots for the construction of commercial electric charging stations (ECS). The plots are distributed through auctions, and the winners will have the right to place charging complexes under a simplified procedure. The lease agreement is concluded for a period of up to 10 years with the possibility of extension.
The applicants can be tenants of land plots owned by the city of Moscow, or land plots, state ownership of which is not delimited and provided for the purpose of operating capital construction projects, in accordance with the lease agreement concluded with the Department of Urban Property of the city of Moscow (DGI).
City authorities will establish technical requirements for equipment, service standards and the appearance of stations. Charging devices must be compatible with the digital system of Moscow. Parking lots, small shopping pavilions and cafes with an area of up to 300 m², as well as toilets, are allowed on the territory of the ECS. The construction of transformer substations and fences is allowed.
In case of systemic violations, such as non-compliance of the service with the established requirements, the lease agreement may be terminated. Details of participation in auctions and selection criteria will be published on the official resources of the Mayor's office.
The initiative is aimed at developing infrastructure for electric transport in Moscow.
