The new boiler house will allow connecting about 30,000 consumers to centralized heating, as well as social and commercial facilities, including schools, a residential complex, and a hotel. The facility is scheduled to be launched at the end of 2026.

The project is being implemented under a concession agreement with the government of the Sakhalin Region, signed in 2024 at the Eastern Economic Forum. This is the second such RIS project in the region: in 2023, the company commissioned the Yuzhnaya boiler house, which provides heat to more than 11,000 residents.

RIS is a division of Rosatom that deals with energy, housing and communal services, and digitalization. The company manages power plants in 16 regions of Russia.
