Industrial electricity consumers propose introducing discounts on transmission services when its quality does not meet standards. The reduction in fees could range from 20% to 80%, depending on the frequency of violations. The initiative is being discussed against the backdrop of rising tariffs and increasing losses for enterprises due to outages.
From July 1, 2025, electricity transmission tariffs have increased. In response, major consumers have sent proposals to the Ministry of Energy to tighten control over the quality of electricity. Particular attention is paid to voltage dips — short-term drops that lead to production shutdowns. According to Transneftenergo, 60% of all emergency shutdowns are related to this phenomenon.
The Ministry of Energy considers the initiative impractical, citing a lack of funding for the grid complex. Rosseti stated that voltage dips are often caused by the actions of consumers themselves, and additional fines will exacerbate the situation.
Experts point to the need for clear regulation of mutual responsibility. Sergey Sasim from the Higher School of Economics notes that the amount of compensation should take into account the actual damage, which varies among different enterprises.
