Russia Considers Reinstating Average Speeding Tickets

Initially in the Vologda Oblast, but the government is against it

Average speeding tickets may return to Russia. A bill to this effect has been introduced in the State Duma. The proposal suggests fining drivers not only in front of cameras but also on sections between them. For now, this only concerns the Vologda Oblast.

Journalist Maxim Kadakov noted that the average speed is proposed to be defined as "a value equal to the ratio of the length of the road section with a set speed limit for vehicles to the time spent by the vehicle to overcome this section."

The experiment is scheduled to take place in the Vologda Oblast from January 1, 2026, to June 30, 2027, if the bill is adopted. Kadakov is confident that if the experiment is conducted, it will be deemed successful, and then, it will likely be extended to the whole of Russia.

However, the government has so far "rejected" the bill because it requires budgetary expenditures. Kadakov believes that similar initiatives from other regions can be expected in the near future.

It is worth recalling that in 2021, the Supreme Court overturned average speeding tickets, stating that punishment is only possible when a specific location of the violation is indicated. Since 2022, proposals to reinstate the fines have been appearing regularly.
