Data centers are now officially recognized as communication elements, not just technical premises

The State Duma at a plenary session adopted in the second and third readings the law on the legal status of data processing centers (data centers).

The document, initially approved in 2022, defines data centers as communication facilities — elements of critical digital infrastructure, and not just technical premises.

The law provides for the creation of a state register of data centers, which operators will be able to join voluntarily, subject to established criteria. For data centers included in the register, there will be a ban on placing infrastructure for cryptocurrency mining. This measure is aimed at preventing unfair use of possible benefits and substitution of tasks.

The document also expands the powers of the Russian government until 2030 in terms of regulating the sale of SIM cards in the new constituent entities of the Russian Federation and establishes temporary frameworks for the provision of communication services using subscriber numbers in these regions.
