Almost a third of Russians (30.8%) have already encountered restrictions on transfers or card blocking after being included in a special Central Bank database that limits transfers to 100,000 rubles per month. This data was presented by the editors of "Finances Mail," and the survey results were published in the "Gazeta.Ru" report. For 4.4% of respondents, such situations occur regularly.
Another 23% have not personally experienced restrictions but know acquaintances who have. Some noted that transfers were blocked even when dealing with transactions from legal entities' current accounts. Most survey participants find it inconvenient to have to personally visit the bank to unblock transfers, and almost one in ten would prefer to resolve the issue online.
The restrictions came into effect a month and a half ago and apply to transfers between individuals whose data is included in the Central Bank's database. Clients under control are allowed to transfer no more than 100,000 rubles per month.
According to the survey, 37.4% believe that the new rules will affect ordinary citizens. The main reaction is irritation, as stated by almost half (49.6%). Another 21.2% feel anxiety, fearing being mistakenly included in the list. Only 8.2% of respondents expressed confidence that the restrictions will make transfers safer.
A sharply negative attitude towards the initiative was expressed by 34.9% of respondents. Support for the measures as a way to combat fraudsters was expressed by 28%. Another 16.6% felt that the innovations violate the rights of citizens, and only 4% took a neutral position.
The vast majority of respondents (81.6%) learned about the innovations from the news. Only 1.3% reported that they received information directly from the bank. 7,600 people participated in the study.
