On July 14, a ban on the rental and use of personal mobility devices, including electric scooters, came into force in Blagoveshchensk.
The decision was made on the basis of a law approved by the Legislative Assembly of the Amur Region on June 26, 2025. The document also provides for administrative liability for violation of the established rules.
The city administration stated that earlier attempts were made to negotiate with rental operators and restrict the movement of SIM in the center. However, these measures proved insufficient: the problem shifted to residential areas, where control was weaker.

Now, fines are provided for moving or placing SIM within the city limits: from 2 to 3 thousand rubles for citizens, from 10 to 20 thousand for officials, and from 80 to 100 thousand rubles for legal entities.
