Contract was planned to be terminated: USC retained the agreement to supply boats for the Ministry of Emergency Situations

USC will supply the customer with 48 boats of the MS001 project instead of 52

The Central Base of Measuring Equipment of the Russian Ministry of Emergency Situations was unable to unilaterally terminate the contract for the supply of 48 boats, which have been under construction at the Vympel shipyard (part of USC) since 2022.

On July 3, the Arbitration Court of Moscow ruled that the Ministry of Emergency Situations has no right to refuse the vessels, since the parties continued to agree on the price and schedule of tests, and most of the boats have already been transferred to the customer. The court decision has not yet entered into legal force, the Ministry of Emergency Situations has a month to appeal.

The contract for the supply of boats was concluded with USC in August 2022. Initially, it was planned that the vessels would be transferred to the customer in December 2023.

Under the contract, Vympel was to manufacture boats of various series, including the MS001 project, developed specifically for this order. These boats are designed for patrolling and rescue operations and are distinguished by the use of composite materials.

The lead boat MS001 successfully passed the tests in the summer of 2023. In December 2024, Vympel announced the completion of the construction of all 44 boats of the project.

In May 2024, the shipment of boats began, and by November, the Ministry of Emergency Situations had already received 36 vessels. However, in the same month, the agency announced the termination of the contract, which caused a series of negotiations and litigation.

Despite the initial deadlines, the parties concluded several additional agreements in which the delivery date did not change. It is important to note that the contract initially included 52 boats, but later the number was adjusted to 48.
