In recent days, the issue of carsharing localization has been actively discussed in Russia. According to the head of the Ministry of Industry and Trade, Anton Alikhanov, this service sector should follow the example of taxis.
I would like to thank my colleagues from the Federation Council for the proposal on the draft law on taxis. And I know that you voiced a similar initiative at a recent meeting with the Prime Minister regarding the extension of this bill to the carsharing market.
He stated that the ministry would actively support such a proposal.
Auto journalist Maxim Kadakov commented on this initiative. According to him, carsharing and taxis are completely different areas, both in terms of the size of the vehicle fleet and in terms of legal aspects. He emphasized that for the full functioning of carsharing in the country, it is necessary to put into operation from 10 thousand to 15 thousand new cars annually.
New cars are no longer so willingly purchased for carsharing. Because it's expensive. And leasing is expensive. They hold on until the last.
He reminded that carsharing companies work in close cooperation with local authorities, which can offer various benefits. Among them, for example, free parking. Kadakov emphasizes that new federal requirements, if adopted, will significantly complicate these relations. Carsharing companies will be forced to comply with the rules for localizing the vehicle fleet, which may lead to additional costs and complicate business. And that means it will affect prices.
By the way, you can recall that carsharing is just a per-minute rental. If you rename it to "minute rental", then, apparently, you can avoid localization requirements. Or not?
