A large-scale construction of a complex for the production of high-speed trains is underway at the Ural Locomotives plant.
In Verkhnyaya Pyshma (Sverdlovsk region), on the territory of the "Ural Locomotives" plant, the construction of a production complex designed for the production of high-speed trains is proceeding at a high pace. The work is being carried out by Sinara-Development, which by the end of 2026 should build five key facilities with a total area of 67 thousand square meters. Among them are a building for the formation of body components, a building for commissioning electric trains, a traction drive test center, a design center and an administrative building.
Construction is particularly active at individual facilities. In the electric train commissioning building, 11.6 thousand cubic meters of concrete were poured in May 2025, and a metal frame and corrugated sheet are being installed. In the body component forming building, concreting (12.5 thousand cubic meters) has been completed, 1.7 thousand tons of metal structures and 61 crane beams have been installed. Work has also begun on the installation of bored piles in the test and administrative buildings. All this forms the basis of future high-tech production, capable of producing new generation trains.
It is planned to complete the closure of the thermal circuit of the workshops by the autumn of 2025, in order to start installing technological equipment in March 2026. Total investments in the project are estimated at 44 billion rubles. By 2028, the company will be able to produce up to 144 cars for high-speed trains and up to 150 modern electric trains annually. This will satisfy the need of the All-Russian HSR network, estimated at 284 high-speed trains by 2050.
In parallel with the new construction, the existing plant is undergoing technical re-equipment. Modern equipment and special equipment are being installed, which will allow performing a full cycle of operations both for current products - Finist electric trains and 2ES10 and 2ES8 series locomotives, and for new high-speed rolling stock. The project incorporates a high degree of localization, which will provide Russia with an independent technological base in the strategic railway engineering industry.
The project is being implemented as part of the modernization of the existing enterprise and preparation for the production of new rolling stock, including the White Falcon high-speed train for highways with speeds up to 360–400 km/h. The plant was founded in 2010 as a joint venture between the Sinara Group and Siemens. In 2024–2025, all necessary construction permits were obtained, and today more than 250 people and 35 pieces of equipment work on the site daily. Work is underway around the clock, including night shifts.
